В 98 винде включить WebDAW (оно же «веб-папки») можно было через Панель управления поставив галочку в нужном месте в разделе Установка и удаление программ — Установка компонентов Windows. В Windows XP для этих целей в недрах system32 лежит неприметненький файлик webfldrs.msi, который делает то что надо. А, вот, в 7 винде как это можно включить?

Подключить сетевой диск, внизу кликнуть на ссылку «Подключение к сайту, . » и там уже спокойно все подключается, просто указываете полный путь до WebDAV папки: .

I think the main cause could have been trojan related as I had to how to handle the Admin. Not sure the international part was set up they apparently did not set up user accounts.
